Does freeradius can automatically add new user in own user database. For example I will be send request to freeradius with request add new user in freeradiusd users datastore.

well, not out of the box it cant but it can be configured to do that.....as its soo flexible alan

No. But you could use DEFAULTs to authorize everybody, if that is what your really want.
