Description:
	Update radrelay to interact correctly with rlm_detail. This fixes
	the error message "Failed to aquire filelock" reported to the
	mailing list.

	The new method is now:
	1. Open detail.work if it exists, or move detail to detail.work
	2. Lock detail.work to wait for any rlm_detail to finish writing
	   one last record
	3. Read records
	4. Close (and unlock) detail.work
	5. Delete detail.work

	the patch.
