PEAP + local = OK, same config + LDAP failed

Hi,

still fighting with ldap :-)

If  I authenticate the user local without an ldap-entry in the 
radiusd.conf everything works fine,
but if I uncomment the ldap-entry, nothing works anymore!
I thought the users file is inspected first?
