  Due to another bug in the server, it isn't telling you that it's
ignoring the VPN3000 attributes.  See the "dictionary" file that
$INCLUDE's all of the other ones.  The VPN3000 dictionary is commented
out because it conflicts with another one.  Uncomment it, and comment
out the other one, and it should work.
