How to handle non digest messeg if Auth-Type is set to Digest?

  No.  It is IMPOSSIBLE for Auth-Type to be in a RADIUS packet.

 Go back and read the debug log.  Check your configuration.  YOU set
Auth-Type in YOUR configuration.
