radwho doesnt work - complains about missing radutmp file

This is the error I'm getting:
radwho: Error reading /var/log/freeradius/radutmp: No such file or directory

radutmp indeed doesn't exist in /var/log
Does anyone know why is freeradius not creating the radutmp file?
