Strange behaviour of freeradius...?

Your NAS should be sending Accounting-Stop with an 
Acct-Termination-Cause of Lost-Carrier or something similar.  If it 
doesn't, then it's broken or misconfigured.  Maybe there's a timeout 
configurable on the NAS for this?
