just a wild stab in the dark.....

172.29.11.1 {
        secret  = mecago
        shortname = cisco3560
        nastype = other
}


change that to

172.29.11.1/32 {
        secret  = mecago
        shortname = cisco3560
        nastype = other
}

or 

172.29.11.1/0 {
        secret  = mecago
        shortname = cisco3560
        nastype = other
}
