EAP SIM error

Hi
I had configured the freeradius-server-2.1.0 for eap-sim and trying to 
test it with radeapclient utility,
while testing the following error occurs in server -:

"EAP SIM error
can not initiate sim, no RAND1 attribute"

can anyone help me
