new 2.1.8 rpm packages available for Fedora

The latest stable version of FreeRADIUS (2.1.8) was released yesterday 
by Alan DeKok.

2.1.8 rpm packages are now available for Fedora in the rawhide(e.g. 
devel) repository and the F-12 updates testing repository. I will move 
the F-12 version from testing to stable when the build has gotten 
several positive comments or two weeks have elapsed, whichever comes first.
