Error in test Freeradius

Hello people,

        I`d like to know how to resolve this problem in configuration:

[root at serverRH5 raddb]# radtest pc1 123456 localhost 0 mysecret
Sending Access-Request of id 169 to 127.0.0.1 port 1812
        User-Name = "pc1"
        User-Password = "123456"
        NAS-IP-Address = 127.0.0.1
        NAS-Port = 0
rad_recv: Access-Reject packet from host 127.0.0.1 port 1812, id=169,
length=20


       My clients.conf

       client localhost {
        ipaddr = 127.0.0.1
       secret = mysecret
        require_message_authenticator = no
       shortname       = localhost
       nastype = other
       }
