  From C?  Yes.  The rest of the code does it.

  From "unlang", yes, too.

  See src/main/util.c, request_alloc_coa().  See also the code in
evaluate.c, and event.c that deals with it.

  See also raddb/sites-available/originate-coa.  This is in the
ChangeLog file.

  FreeRADIUS can run external programs.  Just run radclient.
