validation of MAC addresses

Hello
I have installed on my computer a virtual machine which has installed the Ubuntu OS 2.1.10, install freeradius and I have it running.
I have doubts about the MAC addresses
I know they are validated and are discharged sen Directory users and clients
But how to do it
  My question is how they are validated and high MAC addresses
