Freeradius doesn't accept CoA-ACK or CoA-NAK.

  I think it's a bug in 2.1.8.  See git.freeradius.org, "v2.1.x" branch
for a version which has a fix.

  We will be releasing 2.1.9 in a bit to fix this, and other issues.
