What version of RedHat?

I have just tried the latest git 2.1.10 version on RHEL3 (update 9), and
configure shows:

  configure: WARNING: silently not building rlm_python.
  configure: WARNING: FAILURE: rlm_python requires:  Python.h
  libpython2.2.

'make' works, but skips over making anything in the rlm_python
directory. Python is python-2.2.3-6.11

For RHEL4 (update 8) running both 'configure' and 'make' works fine.
Python is python-2.3.4-14.7.el4_8.2
