policy.conf is missing

Hi,

I want to setup FreeRadius for simple MAC based authorization.
Some documents which explain Mac-Auth refer to /etc/raddb/policy.conf

But I don't see that policy.conf in the rpm that
I installed: freeradius.x86_64 0:1.1.3-1.6.el5

Is the above package incomplete? Or do I have to create the policy.conf?
What other changes are required for Mac-auth?
