Something in your setup is broken then. The default debian/ubuntu
package should work just fine.

You can either try to debug this further (ps -ef, reboot, reinstall,
disable apparmor/selinux, etc.), or you can edit
/etc/freeradius/sites-enabled/inner-tunnel and either change the port
or disable the listen block entirely. It's only used for testing
anyway.
