Seriously though, something else on the OS must be stopping the port 
bind; either something is already bound (see below) or something is 
denying permission.

Are you sure you don't have 18120 specified twice in the FreeRADIUS 
config? Maybe it's binding once (successfully) for one virtual server, 
then failing to bind a second time?
