Virtual Server Pool Problem

So I tried executing the radmin system call using Perl but the server seems
to hang on the system call. I then try to authenticate and the server never
attempts to respond to the requests. Is there a reason for this? Any pointer
as to what can cause the system call from within my Perl module's post auth
function to hang?
