AVP EAP-KEY name support in FR

That's not supported in FreeRADIUS, I believe. It's been a while since I 
looked at it, but the whole extended EAP key management stuff was quite 
complex, and not widely used, so it hasn't been implemented.

Patches welcome, I'm sure.
