Throttling of disconnect messages going out from RADIUS server

Hi,

I am using FreeRadius 2.2 and I came across a requirement where the
Disconnect Requests going out from RADIUS server towards RADIUS Client
should be limited to some maximum number n requests per second?

Can this be achievable through some configuration in FreeRadius stack or
any other way provided by stack?
