Nope, built and installed later version.

Tried 

  $ ./configure --with-openssl-includes=/usr/local/ssl/include --enable-developer --with-openssl-libraries=/usr/local/ssl/lib --with-raddbdir=/usr/local/etc/freeradius

and

  $ ./configure --with-openssl-includes=/usr/local/ssl/include --enable-developer --with-openssl-libraries=/usr/local/ssl/lib --with-raddbdir=/usr/local/etc/freeradius --disable-shared
