FreeRadius & ChilliSpot: Chap auth not working

The password attribute name is incorrect.

 Chap-Password != Cleartext-Password
 ClearText-Password != Cleartext-Password 

You cannot just use some random approximate names and hope that
FreeRADIUS guesses what you mean.
