Ping is a necessary but not sufficient condition. You also have to be
able to communicate on the designated ports. A firewall on either peer
machine or anywhere along the path can prevent communication on a
specific port but allow pings to pass through.

This is not a FreeRADIUS issue, you should seek networking help elsewhere.
