Your debug doesn't show a ACK, it shows an offer.

I suspect the problem might be that the DHCP reply is missing an option 
the host needs - maybe subnet mask?

Suggest comparing a packet capture of an offer from ISC DHCP with the 
offer from FR, and adding options until they match.
