3.0.x won't load dictionaries

I've just built 3.0.x from git using the spec file provided, however it doesn't want to load any dictionaries.
I had a quick poke around with GDB: mainconfig.dictionary_dir is unset - however, if I inspect server_config[7]:

The branch at mainconfig.c:777 goes the wrong way, so the dictionaries systemwide dictionaries aren't touched. Setting dict_dir in radiusd.conf doesn't change this.
Debug log follows for completeness, but is sadly not very interesting, other than showing 'dict_dir = "/etc/raddb"'.
