radiusd not installed in FreeRadius 3.0.3

Depending on where you obtained the package from, the binary may be called 'freeradius' (and the config directory also 'freeradius' rather than raddb).

As for the why, there is (was?) an older 'radiusd' package that is no longer maintained.
