Oh, now I see you have added PW_FREERADIUS_RESPONSE_DELAY_USEC support
to modules/proto_dhcp/dhcpd.c with distinct commit.

I missed it while reading github's commit history yesterday
and got wrong impression it's not supported there. Nevermind.
