Issues getting SLES11 FreeRadius working with eDirectory

in the current WiFi infrastructure w have two different databases. The content of these database is different.

The first database is managed by a Freeradius and the second one is based on Cisco Radius servers.

These database are managed by different team and the security team is not agree to merge the content. 
I’m looking to allow the connection to both infrastructures with the same credential and implement the user mobilité from one infrastructure to another.  

The ISE allows to use of multiple database. So it checks the credential locally and if the authentication fails it send the credential to the external radius server (in my case the Freeradius). And this works fine.

I trie to implement the same behavior with the freeradius. 


As conclusion, I need help with multiple database.
