  I'd suggest using 3.0.10.  It has a number of bugs fixed, including session caching.

  The first does EAP-TLS.  The second re-uses the cached session information.

  Disable the session cache in your configuration, and it will work.  Or, upgrade to 3.0.10 and it will work.
