[Updates]: radiusd fails

Try to switch to the user radiusd and then try to start the server in debug mode:

# su - --shell=/bin/bash radiusd
# /usr/sbin/radiusd -fxx -l stdout

If there are any issues with files not being accessible, it'll be here where it'll fail.
