Error binding to 0.0.0.0 port for port 1812

I don't understand
My clients.conf file is so

client 192.168.0.1 {
ipaddr = 192.168.0.1 (this is my acces Point)
secret = 123
}
client localhost {
         ipaddr = 127.0.0.1
         secret = 123
         require_message_authenticator = no

}
