Getting the following error - WARNING: Empty authorize section

Hi,
I'm trying to do a simple PAP test on a fresh installation. When I fire up
radiusd -X I get "Ready to process requests", but when I use radtest from
another machine (defined in clients.conf) I get the following error:

This is a fresh build of 2.2.0 on NetBSD 5.2.2 (I can't go to 2.2.6 yet).
I've not deleted anything, but my sites-enabled is empty. Should it be?
