which file is this? give the full path....and check its the same file that gets printed out with 'radiusd -X'
when its loading the configuration files


the other usual suspect is you've left another file around in the sites-enabled directory...that 
will get read in during server startup too...and if it has a "server inner-tunnel" section then
that might be the one winning the config race
