3com user level no applied

Hello I am setting the radius to authenticate switches 3com 4500 when I put User and Password logo perfectly however the level of User is not applied

Sending Access-Accept id of 20 to xxxx port 5001
3Com-User-Access-Level = 3Com Administrator
