You have not. You've shown two different results, doing two different things. That's not proof, nor a surprise. Database servers are complex beasts, and there are a hundred places queries can be denied, including different user accounts, IP addresses, and even the time of day.

Proof would be a packet capture showing the database server sending the rows over the network to the RADIUS server in response to that query, and not Oracle's "No Rows Returned" error code.

Proof would be logs from the Oracle database server showing the incoming query and any returned data.

Personally, if it were me, I'd avoid wasting my time on either of those though and just fix my database server.
