installing freeradius error

Well, yeah, because you removed it manually...

When the packaging system complains about something like this,
your one line of thought has to be "how do I make the packaging
system happy". So logically here with this error you would
probably "mkdir /etc/freeradius" and then try removing the package
again. Fix each error, rinse and repeat.

But Alan's probably right. If you're not sure how to fix dpkg when
it's got a bit screwed up it's probably time to just whack your
autobuilder again and spin up a new VM.
