Permissions on Log Files.

Hi,

Despite setting my permissions in the log file setup to be 770 all my log files are only getting 644 or 640.

I can't seem to explain it as I've modified all files on the mods-available directory to have these permissions set but it does not seem to actually do it.

Running 3.0.4 on CentoOS 7
