FreeRADIUS on a tun interface?

Hi,
is it possible to run FreeRADIUS on a tun interface?
The problem is to answer incomming DHCP requests inside a IPsec tunnel. ISC-
DHCP and dnsmasq do not like the type of the tun interface. We need a DHCP
server that passes DHCP attributes to the client that cannot be sent in the
configuration data of the IKEv2.
