Freeradius dhcp + allow unknown-clients

Hi!

We have freeradius v.2.2.9 with dhcp module
And it's understand how to give IP-address with MAC or opt82. But if it's a
new client, that does not established in mysqldb, how to give IP?

In isc-dhcp it is doing by allow unknown-clients and dynamic pool.

Does freeradius have anything like it?
