  You can probably do all of that in "unlang" or Perl.

  The server has support for native Perl scripts, which will be a LOT faster than running an external PHP script for every packet.

  It means that the server is slow.

  Your PHP script is slow.  And the database queries it does are probably slow.  You'll need to fix all of that.
