Configuring FreeRADIUS with apache

Hi,
How to configure freeRadius server with Apache on poky linux distribution.
I compiled FreeRADIUS  from source. I found I have to install
mod_auth_radius.c module. But when I use apxs to convert .C to .so I am
getting "apxs: Error: not found!."
I am new to freeRadius any helpful suggestions/links were to begin can be
helpful.

FreeRADIUS version : 3.0.13
