Header files goes missing after installation

That is weird. I wouldn't install the package in /etc/freeradius.
/etc is for system config files, not binaries. Personally I'd
suggest /opt/freeradius instead if you don't want it in the
default of /usr/local.

Right; not all headers are installed.

Maybe try explaining what you are trying to do and why this is
actually a problem?
