When replacing proprietary systems with free software one of the most important things is
to understand in detail what's technically done in the currently used system.

So you should start to find out what the magic term "apply FW policies to users" really
means - how it's done technically.

With this understanding you can start changing your system architecture. Don't start
before you have this in-depth understanding.
