Freeradius service - unexpected restarts

i' guessing you have a typo in original email as 14.0.4 provides
2.1.12 - however, this is the issue with LTS as they havent upgraded
FR to latest 2.x track (which is now EoL anyway) -  there have been
many bugs and issues fixed since 2.1.12 (yes, Ubuntu may have patched
security issues but are unlikely to have added the fixes and feature
updates...).

you really should be thinking of running 3.0.x  - however, if you want
to stick with 2.x, I would advise that you get the latest 2.2.x
release and follow the Ubuntu/debian build guide to make your own
package.   backup your config files, install that new version (configs
for 2.1.x -> 2.2.x are compatible) .
