FreeRADIUS 3.0.15 fails to respond with TLS 1.0 (Debian testing)

Could you point me to the commit in the 4.x branch (or in the 3.x
branch if it has been ported to it)?
I'd like to fix it in my patch until 3.0.16 is released (and hopefully
contains the fix).
