FreeRadius with EAP-TLS on windows 7, certs installed but not sent out.

So anything wrong with my setup?  Or anything that I missed out. It's
pretty weird. I used the same certs with eapol_test,  it does work.
While I copied them and installed on windows, it didn't work.
Maybe firewall of windows7 blocks traffics....
I'll take a look tomorrow.
