  You configured it and enabled it.  But you didn't tell the server to use it in a virtual server.

  Read the debug output.  Look for "dailycounter".  You'll see that it's not used when the server receives a packet.

  List "dailycounter" in the "authorize" section, after the "sql" module.  And it will work.
