Eap in v4

This file listed in my first message and it has all subsections.

I found problem.

Eap module also need included:

        type = md5
        type = mschapv2
        type = peap

This part is missed in default configuration for v4. Seems its ok if "eap-inner" loaded before "eap". Eap-inner has "type" lines and bootstraps submodules.
