Problem with rlm_sql_oracle to initialise.

Your local environment is broken... There are some suggestions here: https://stackoverflow.com/questions/12901045/ocienvcreate-failed-with-return-code-1-but-error-message-text-was-not-available for Windows.  Maybe some of them are applicable for your deployment.

Other than that, no idea, don't run Oracle, don't have a test system to try anything against.
